APR 101990 <br />BOOK e � PAGE 81 d <br />U.S.I, and, in fact, from her observations, anyone entering <br />U.S.I. only sat there 20 seconds, possibly 30. <br />. Gary Morgan, 135th Street, noted that 11 years ago there was <br />a petition to have the barricade put up. In regard to the <br />traffic survey, the barricade should have been blocked off so <br />they could have got an accurate count because people drive around <br />it. There is a driveway on both sides of that barricade that <br />they are using going in and out; in fact, he personally counted 6 <br />vehicles going around the barricade within 2/3 minutes. Mr. <br />Morgan emphasized that he built in this neighborhood because of <br />the dead end streets. He felt a better solution would be for the <br />church to put a "demand" light on U.S.I. and leave 134th Street <br />alone. Except for the church, the road does not need to be <br />paved. <br />Charles Fitch, 134th Street, agreed that they have quite a <br />busy street on Sunday morning with people going down and dropping <br />off someone by the barricade; they have had as many as 57 cars <br />between 11:30 and 12:00 on Sunday. He felt the barricade has <br />become something that is just a cosmetic feature because anyone <br />can go around it. He felt this all comes down to the basic <br />question of whether.the residents have any rights at all in <br />signing a petition and not wanting the street paved and exposed <br />to all that traffic. <br />Wayne Sims of 134th Street, wished the Board to know that <br />although someone earlier said it took them as long as 25 minutes <br />to get out of the church grounds, he saw a member of the church <br />at breakfast, who told him that he was one of the last to leave <br />the church and said it took him 12 minutes to get out of the <br />church property. Mr. Sims felt that backs up his contention that <br />the study was not made during the peak season. <br />Chairman Eggert determined that no one else wished to speak <br />and thereupon closed the public hearing. <br />28 <br />
