MOTION WAS MADE by Commissioner Scurlock, SECONDED by Commissioner Bird, to accept staff's Alternative No. 1 with a 5 year payment plan and approve Resolu- tion 90-45 confirming the assessment roll. Commissioner Bowman inquired about the figures on the road paving petition, and Director Davis explained that there was not a voluntary petition to initiate the project. The majority of people in the benefitted area did not favor the paving. Commissioner Bird advised that he plans to vote for the Motion. Although, he does have sympathy for the residents in that it was not a voluntary petition paving request and we are to some extent forcing this down their throats, he does feel it will enhance their property and it is a 5 year payment plan. Commissioner Wheeler asked if the property to the south of the church were to be developed, is it possible that road could be extended through their property because he doesn't want to go though this again. Director Davis pointed out that area is in the City of Sebastian so the county has no jurisdiction over it. He felt that would only happen if the church would allow access to their property and if the City of Sebastian would approve a site plan allowing that. He did not feel this is very likely, but noted we can certainly notify the City of our concern. Commissioner Bowman expressed concern about paving taking place before sewers are installed, and Commissioner Scurlock advised that if we have those plans, we put sleeves there before the paving. Commissioner Bowman then asked about the possibility of closing the median on U.S.I. and having a no left turn sign there. Director Davis advised that was not considered in the traffic distribution use of the site.
