MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Bird, to accept staff's Alternative <br />No. 1 with a 5 year payment plan and approve Resolu- <br />tion 90-45 confirming the assessment roll. <br />Commissioner Bowman inquired about the figures on the road <br />paving petition, and Director Davis explained that there was not <br />a voluntary petition to initiate the project. The majority of <br />people in the benefitted area did not favor the paving. <br />Commissioner Bird advised that he plans to vote for the <br />Motion. Although, he does have sympathy for the residents in that <br />it was not a voluntary petition paving request and we are to some <br />extent forcing this down their throats, he does feel it will <br />enhance their property and it is a 5 year payment plan. <br />Commissioner Wheeler asked if the property to the south of <br />the church were to be developed, is it possible that road could <br />be extended through their property because he doesn't want to go <br />though this again. <br />Director Davis pointed out that area is in the City of <br />Sebastian so the county has no jurisdiction over it. He felt <br />that would only happen if the church would allow access to their <br />property and if the City of Sebastian would approve a site plan <br />allowing that. He did not feel this is very likely, but noted we <br />can certainly notify the City of our concern. <br />Commissioner Bowman expressed concern about paving taking <br />place before sewers are installed, and Commissioner Scurlock <br />advised that if we have those plans, we put sleeves there before <br />the paving. <br />Commissioner Bowman then asked about the possibility of <br />closing the median on U.S.I. and having a no left turn sign <br />there. <br />Director Davis advised that was not considered in the <br />traffic distribution use of the site.
