The projections in the data and analysis of demand for <br />residential units do not utilize the same residential categories <br />and densities as are used in the FLUM. Section 163.3177(8); Rule <br />9J -5.005(2)(a), F.A.C. <br />4. The adopted goals, objectives and policies do not ensure <br />that residential development in the Agricultural area will <br />proceed in a manner that preserves agricultural values and <br />provides for a clear separation of urban and rural land uses. <br />Section 163.3177(6)(a), F.S.; Rules 9J -5.005(5)(b); 9J - <br />5.006(2)(b); 9J-5.006(3)(b)l; and 9J -5.006(3)(c)2, F.A.C. <br />5. The adopted goals, objectives and policies do not <br />ensure that public sanitary sewer and potable water facilities <br />within the Urban Service Area will be expanded in a manner that <br />discourages urban sprawl. Sections 163.3177(3)(a), (6)(a) and <br />(6)(c), F.S.; Rules 9J-5.006(3)(b)l., and 7., and 9J - <br />5.011(2)(b)3., and (c)1., F.A.C. <br />6. The plan fails to discourage the proliferation of urban <br />sprawl because the densities and intensities of uses assigned in <br />the FLUM to rural and agricultural areas will encourage <br />development in these areas without meaningful controls or <br />regulations designed to discourage the proliferation of urban <br />sprawl. Rules 9J -5.005(5)(b) and 9J -5.006(3)(b)7., F.A.C. <br />B. Recommended remedial actions. These inconsistencies may <br />be remedied by taking the following actions: <br />1. Revise the FLUM to be consistent with the data and <br />analysis by ensuring that the map provides for residential <br />dwelling units and acreage consistent with the projected need. <br />2. Revise the data and analysis in the Future Land Use and <br />Housing elements to present a consistent projection of future <br />demand for residential dwelling units and acreage. <br />3. <br />Revise the data and analysis to <br />project the <br />demand for <br />APR 10 <br />1990 <br />33 <br />
