M <br />M <br />uses; Policy (18)(b)l., to develop land in a way that maximizes <br />the use of existing public facilities; Policy (16)(b)3., to <br />allocate the costs of new public facilities on the basis of the <br />benefits received; and Goal (23)(a), to maintain and expand <br />commercial agricultural operations. <br />B. Recommended remedial actions. These inconsistencies may <br />be remedied by taking the following actions: <br />1. Revise the plan to further the above referenced goals <br />and policies of the State Comprehensive Plan. <br />III. CONSISTENCY WITH THE REGIONAL POLICY PLAN <br />A. Inconsistent provisions. The inconsistent provisions of <br />the plan grouped under this subject heading are as follows: <br />1. Policy 6.12 in the Conservation Element is not <br />consistent with Policies 10.1.2.2 and 10.1.2.4 of the Treasure <br />Coast Comprehensive Regional Policy Plan because the policy does <br />not require the preservation of at least 25 percent of each <br />native plant community which occurs on-site, because it limits <br />the required set-aside to a maximum of 10 percent of the total <br />property and because it excludes agricultural operations. <br />B. Recommended remedial actions. These inconsistencies may <br />be remedied by taking the following actions: <br />1. Revise Policy 6.12 to be consistent with Policies <br />10.1.2.2 and 10.1.2.4 of the Treasure Coast Comprehensive <br />Regional Policy Plan. <br />CONCLUSIONS OF LAW <br />1. The Plan is not consistent with the Treasure Coast <br />Comprehensive Regional Policy Plan. <br />2. The Plan is not consistent with the State Comprehensive <br />Plan. <br />3. <br />The <br />plan <br />is not <br />consistent with <br />Chapter 9J-5, F.A.C. <br />4. <br />The <br />Plan <br />is not <br />consistent with <br />Section 163.3177, F.S. <br />5. <br />The <br />Plan <br />is not <br />"in compliance", <br />as defined in Section <br />1693.3184(1) (b), F.S. <br />APR 10 1990 35 <br />e <br />
