staff made a major screw up when they changed it to Governmental, <br />and now they are covering it by trying to change it to Residen- <br />tial. He stressed that the major areas in this whole corridor <br />between South Gifford and North Gifford Roads have been <br />industrial and commercial for many years. <br />Mr. Rennick informed the Board that he has owned this <br />property between 10/15 years. He has had plans to develop it <br />into a nice business park, and now that water was just put in <br />there last year, it is getting ready to develop. He contended <br />that you don't develop commercial property until you have <br />residential in the vicinity because that's what makes commercial <br />useful. He further noted that this property is adjacent to the <br />Mosquito Control District property, which has offices there, <br />parks their trucks there, and he felt it generally would be <br />considered a commercial zoning district if it were anyone other <br />than government using it. He did not think it is appropriate for <br />residential lots to be next to that. When this property was <br />zoned Governmental, it made it impossible to use, and at this <br />point, when you have CH zoning and a Land Use Plan that is not <br />consistent with it, you just put the property in limbo and you <br />can't do anything with it. Mr. Rennick felt it should stay <br />commercial. Mr. Rennick further noted that the people to the <br />east of him, the Finks, had their property, which was their <br />homestead since the early 1900's, declared residential so they <br />could build another house for a family member. They have lived <br />there for many years and asked for that zoning fully realizing <br />that industrial was on both sides of them. Mr. Rennick again <br />stressed that the change to his property was done without proper <br />notice. <br />Chairman Eggert pointed out that there has been ample notice <br />in the newspapers relating to all the Comprehensive Plan actions. <br />She noted that her question is that staff apparently has changed <br />half of what was CH into Public and then to the east of the <br />Residential, taken all that Industrial and changed it to Public <br />R l 0 1990 5, <br />AP eooK <br />
