BOOK 19 PgE 855 <br />Change Order No. 1 to Signal Construction Co. contract <br />- This Change Order decreases the contract by <br />$9,462.50 due to the following: <br />1) Many items shown on the plans were not included in <br />the Bid Schedule prepared by the Engineer. Other <br />bid quantities were inaccurate. Instead of a <br />Change Order increasing the contract, the Traffic <br />Engineering Division has elected to perform much <br />of the work (estimated at $13,000 if contracted to <br />Signal Construction) with county staff. These <br />items resulted in a decrease to the contract of <br />$2,447.50 <br />2) Prior to construction, FPL installed three new <br />poles that we could joint use. This resulted in a <br />decrease to the contract of $7,015. <br />ALTERNATIVES AND ANALYSIS <br />In reviewing the Change Orders, it is evident that the bid <br />schedules prepared by the Engineer did not reflect <br />quantities shown on the plans. The alternatives are as <br />follows: <br />Alternative No. 1 <br />Approve both Change Order No. 2 to the Dennis L. <br />Smith, Inc. contract increasing the contract amount by <br />$35,392.25 and Change Order No. 1 to the Signal <br />Construction Co. contract decreasing the contract <br />amount by $9,462.50. Since the work is completed and <br />these change orders have been signed by the Engineer, <br />the Contractors are entitled to compensation. The <br />additional funding in the amount of $25,929.75 is <br />available in Fund 109 - Secondary Road Trust Fund. <br />Alternative No. 2 <br />Approve both Change Orders as stated in Alternative No. <br />1, but request the design engineer to participate in <br />funding the overage. At this time, the Engineer has <br />been paid $66,765.15. The total engineering contract <br />amount is $75,491 leaving an unpaid balance of <br />$8,725.85. <br />In addition to the inaccurate quantities contained in <br />the bidding documents, the county staff has had to <br />rectify drainage and slope conditions at 43rd Avenue/ <br />8th Street and although not yet complete, the slopes <br />appear too steep at 20th Avenue/8th Street inter- <br />section. The Public Works staff has had numerous <br />difficulties on the three projects to date. Three <br />additional projects under the same contract are still <br />in the design phase. <br />RECOMMENDATIONS AND FUNDING <br />G= Alternative No. 1 is recommended. <br />attached for approval. <br />66 <br />A budget amendment is <br />
