BOOK S Mu 8 39 <br />(1) That a Public Meeting must be held to discuss the revised <br />project. <br />(2) As set forth in the Grant. Agreement, an inter -local <br />agreement will be necessary in order to obtain grant <br />funding for any Vero Beach sludge/septage handling <br />capacity. <br />(3) The withdrawal by the City of Vero Beach would result in a <br />grant eligibility reduction from 60.1% to 43.50. <br />(4) The decision of the City of Vero Beach not to participate <br />does not relieve the County of the project schedule <br />requirements,.and that the County should proceed without <br />further delay. <br />:�'.. On December 21, 1989, the Board of County Commissioners held a <br />special called meeting to comply with DER requirements and to <br />.discuss Vero Beach's withdrawal from participation in the project. <br />Camp Dresser and McKee, Inc. presented the current status of the <br />project to the Board as presented by DER. Camp Dresser and McKee, <br />Inc., presented a projected time schedule to bring the project to <br />construction. The Board of County Commissioners directed the <br />Department to proceed with the time chart as established and to make <br />contacts with the City of Vero Beach and Brevard County in an <br />attempt to enlist their participation. The Department has met with <br />the City staff and has drafted, at the City's request, a proposed <br />inter -local agreement for septage handling capacity only. <br />The original construction cost estimate for the facility, including <br />the City of Vero Beach sludge/septage capacity, was $5,800,000.00. <br />The projected construction cost deleting sludge capacity for the <br />City, but providing septage capacity, is estimated at $5,200,000.00. <br />ANALYSIS <br />Due to the delays caused by the City's withdrawal from the initial <br />project, Indian River County could not comply with the original <br />Grant Agreement time schedule for bidding. Therefore, Indian River <br />County is losing a percentage of the grant funds, equal to the <br />increaee it the ENR Construction Index, after the original bid date <br />-for bidding of the project. The City's withdrawal from <br />participation in the sludge portion of the project also has <br />necessitated a redesign of that part of the project. In its effort <br />to move forward with the.,project without further delay, the <br />Department of Utility Services -has negotiated the attached Work <br />Authorization with Camp Dresser and McKee, Inc., Consulting <br />Engineers. The Work Authorization provides for the following <br />services: <br />Redesign Services $66,509.00. <br />Services during the Bidding Process 29,011.00 <br />Special Services which provide the Rate <br />Analysis, Rate Implementation, and <br />preparation of an Engineer's Report for <br />a Bond Official Statement. 44,132.00 <br />Funds for these services will be paid from 472-000-169-057.00 until <br />the final funding from the EPA Grant and a Bond Issue are obtained. <br />RECOMMENDATION <br />The Department of Utility Services <br />of County Commissioners of the <br />provide the specific services, and <br />Agreement. <br />70 <br />recommends approval by the Board <br />attached Work Authorization to <br />the authorization to execute the <br />
