® � r <br />Commissioner Scurlock felt there are some questions that <br />need to be clarified for the Commission. One is why we designed <br />the original facility to include the City of Vero Beach, and <br />another relates to the additional rate implementation and to the <br />preparation of an engineering report - was that included in the <br />original request for proposal? <br />Director Pinto explained that when we proposed the project, <br />it was proposed based on the 201 Facility Plan, and the City of <br />Vero Beach is in the 201 Facility Plan as being part of that <br />watershed. We went to the City of Vero Beach, and they gave us a <br />letter of intent to be part of the system but have since backed <br />out. We proceeded based on their letter and since they were part <br />of the 201 Facility Plan. Removing themselves not only removes <br />them from our sludge facility, but says they will not comply with <br />the approved 201 Facility Plan, which really negates any further <br />grants or loans from the government for their facility. <br />Chairman Eggert inquired if we are going to ask them again <br />if this is what they are sure they want to do, and Administrator <br />Chandler advised that staff is still working with the City on the <br />septage agreement and hopes to know in a week or 2 if that will <br />be resolved or not. <br />Chairman Eggert commented that from conversations with some <br />of the members of the City Council, including the Mayor, they <br />seemed to not quite understand what the process is with sludge <br />and septage, and although she realizes the clock is ticking, she <br />thought a workshop might be helpful. Possibly if we give them <br />the information again, the result might be different. <br />Director Pinto wished to make it clear to the Board that he <br />would suggest that we proceed immediately, even with the <br />redesign, <br />and <br />if, <br />at <br />the <br />same <br />time, we <br />want <br />to <br />talk with <br />the <br />City, go <br />ahead <br />and <br />do <br />it. <br />He <br />stressed <br />that <br />we <br />already are being <br />penalized and our grant is being reduced not only because of the <br />City backing out, but because the project is behind schedule. <br />71 BOOK F.1GE <br />AIPR 10 1990 <br />
