APR 10199® BOOK l'g P;: UE 86 <br />Chairman Eggert believed we are designed for the larger <br />plant, and Director Pinto emphasized that he is suggesting that <br />we <br />go ahead <br />and <br />do <br />the <br />redesign, <br />and then <br />if the City does want <br />to <br />come back <br />in, <br />we <br />can <br />use the <br />original <br />design. <br />Commissioner Bowman commented that apparently a letter of <br />intent has no validity. <br />Commissioner Scurlock recapped that what we have seen is <br />that the City of Vero Beach decided to opt out of a 201 Facility <br />Plan that was approved by the EPA and DER. The City gave us a <br />letter of intent to participate in that program; they have <br />reneged on that and now wish to pursue only as to septage; and we <br />have had that on-going negotiation. The City feels it is to <br />their benefit to go ahead and handle their own sludge. They will <br />be participating as to septage if, in fact, they sign the agree- <br />ment. He believed the real fact of the matter is that if they <br />sign no agreement, they will be participating in the septage <br />portion because the bottom line is that at some time they are <br />going to show up at the gate and the County is going to have to <br />make some provision to treat that septage. When that happens, <br />there will have to be a fee established. Concurrently with that, <br />as we move forward into the future, what you are allowed to do <br />with sludge may or may not change. He personally felt that at <br />some point in time, the City will be looking to participate in <br />our facility, and then there will be a cost to participate based <br />on the market conditions at that time. <br />Discussion ensued as to how the City will handle their <br />sludge now and in the future, and Director Pinto expressed his <br />confidence in our plans for the future. He noted that we went <br />through this same thing when we built our water plant and chose <br />R.O. We were criticized for using the R.O., and now you see the <br />Citylof Vero Beach is building an R.O. plant. We think we are on <br />target and doing the right thing, but we have to move on it. <br />Commissioner Bowman still suggested that we have another <br />workshop and give the City one more chance. <br />72 <br />M <br />
