Baird, County Administrator <br />Work Order No. 1 to Kessler Consulting, Inc., for Solid Waste Procurement <br />Services <br />DESCRIPTIONS AND CONDITIONS: <br />The Solid Waste Disposal District (SWDD) Is responsible for providing for the collection, <br />transportation, and disposal services for regulated solid waste in Unincorporated Indian River <br />County as well as recycling services throughout Indian River County. Currently, these services are <br />provided through exclusive residential and commercial Franchise Agreements with Republic <br />Services of Florida, L.P. d/b/a Treasure Coast Refuse and Waste Management Inc. of Florida. These <br />agreements expire on September 30, 2015. <br />In 2010, House Bill 7243 was passed by the Florida Legislature which applied the statewide <br />recycling goal of 75% by 2020 with an interim goal of 50% by 2015 to the counties of Florida. <br />Indian River County's recycling rate for 2012 was 37%. In order to reach these future goals, we <br />need to consider enhancements to our recycling program such as switching from dual -stream <br />recycling to single stream recycling as well as consider pursuing construction and demolition (C&D) <br />debris and food waste recycling. A stronger approach to commercial sector recycling may be worth <br />pursuing. <br />In addition, an October 2013 residential solid waste collection survey showed that Indian River <br />County rates are considerably higher compared to our local municipalities and various other <br />counties. A competitive procurement process will help Indian River County evaluate trends, <br />technologies, and rates to enhance the services while minimizing costs to our residents and <br />businesses. <br />Staff requested and received the attached proposal from Kessler Consulting, Inc. (KCI) to provide <br />solid waste procurement services. <br />ANALYSIS: <br />KCI has prepared Work Order No. 1, provided in Attachment 1, for procurement services detailing <br />the scope of work, budget, and schedule for each of the tasks.
