Staff anticipates utilization of online auctions would bring sales prices similar to or better than <br />what we realize at live auction. <br />Flexibility <br />Both online auction sites, as well as our contracted auctioneer are willing to support our efforts, <br />as we define them. There is no commitment or exclusivity required. Public Surplus has written <br />terms they require sellers to agree to prior to enrolling with them, which attached. GovDeals <br />has no seller agreement or contract required to use their site. <br />Staff does not propose to use online auctions for sale of real property, as we believe live <br />auctions by our contract auctioneer are most appropriate. <br />All assets and working items will continue to be brought before the Board for declaration as <br />surplus prior to disposal by any method. The list of excess equipment can be modified to <br />indicate planned method of disposal. <br />RECOMMENDATION: <br />Staff presents these alternates for the Board to consider for approval: <br />Alternate 1— Staff recommends the Board declare the items on the attached Excess Equipment <br />List (which has been updated to reflect date acquired and purchase price) and authorize the <br />Chairman to execute both the Public Surplus Seller Agreement and the Agreement for Payment <br />Processing to enable the Purchasing Division to enroll as a seller with Public Surplus. Finally, <br />authorize the Purchasing Division to enroll with GovDeals to enable evaluation of both sites and <br />the ability to utilize the most appropriate vendor. <br />Alternate 2 — Authorize the Purchasing Division to dispose of all excess equipment and vehicles <br />by online auction when feasible, unless a live auction by our contract auctioneer is scheduled <br />within the County during the next three months. <br />Alternate 3 — Authorize the Purchasing Division to dispose of excess equipment, excluding <br />vehicles by online auction. <br />Alternate 4 — Authorize the Purchasing Division to dispose only of non -working excess <br />equipment and scrap by online auction. <br />Alternate 5 — Deny approval for use of online auction. <br />Staff recommends the Board approve Alternates 1 and 2. <br />ATTACHMENTS: <br />Excess Equipment List <br />Public Surplus Seller Agreement <br />Agreement for Payment Processing <br />M:\Public Surplus\041514 Agenda - Online Auction Analysis.doc <br />190 <br />
