The methodology used to develop the full calculated fees and affordable growth fees is <br />documented throughout this report. The staff scenarios shown in Table ES -3 as well as <br />Appendix I represent the County's preferred alternative and follow the affordable growth <br />calculations, with the exception of the following policy decisions primarily based on a <br />review of capital needs in the near future: <br />• Adoption of maximum calculated fees for emergency services; <br />• Application of a 50 -percent reduction to affordable growth scenario for public <br />buildings impact fees for all land uses; <br />• Application of a 25 -percent reduction to affordable growth scenario for parks and <br />recreation facilities impact fees for all land uses; and <br />• Suspension of the library impact fees. <br />Of these, parks and recreation and libraries impact fees are charged only to residential land <br />uses while the emergency services and public buildings impact fees are charged to both <br />residential and non-residential land uses. <br />Tindale -Oliver & Associates, Inc.
