Exhibit #1 (Scope of Work) <br />08/07/2013 <br />Page 2 <br />Work Order No. 5 <br />describing the repairs and rehabilitation related to the Blue Cypress Lake's <br />Wastewater Treatment Plant. The project elements will generally include: <br />• Provide specifications for emptying and cleaning all plant tanks. <br />• Provide for contract plans showing replacement and repair of steel plant <br />elements as outlined in structural design services per Task B above. <br />• Provide specifications for preparing and painting the interior walls of the steel <br />tanks above the water level. <br />• Provide specifications for preparation and painting exposed exterior of tanks <br />above finished grade. <br />The repairs that will be completed to the facility are considered maintenance and <br />repair and as such, no permitting will be required prior to support execution of the <br />work. <br />Task D — Project Bidding Services <br />Masteller & Moler, Inc. will work with Indian River County to allow for bidding of the <br />proposed construction work to be described in the Contract Plans and Technical <br />Specifications. We shall attend a Pre-bid meeting to describe the project to bidding <br />contractors. We shall review the bids to be received by the County Purchasing <br />Department and make a recommendation for award of the contract to the lowest <br />qualified bidder. <br />Task E -- Periodic Construction Observation and Administrative Services <br />Masteller & Moler, Inc. will provide periodic observation of construction of the <br />improvements described above on an as -needed basis to observe that construction <br />is in reasonable compliance with the Contract Plans. We will also attend meetings, <br />review shop drawings and monthly pay estimates from the Contractor. Following <br />successful completion of the Contract work as evidenced by as-builts and testing by <br />the selected Contractor, we shall prepare Engineer's Certificates confirming that the <br />project improvements have been constructed in substantial conformance with design <br />plans and specifications. <br />Masteller & Moler, Inc. will provide for inspections of the structural repairs by a <br />licensed Florida Structural Engineer to assure the work has been completed in <br />conformance with the Contract requirements. <br />File#1 341 <br />(Exhibit 1a-Scope0fNork_i3-0807.doc) <br />45 <br />
