Street Network <br /> (17) Each mixed use P.D. shall offer alternative routes and connections between <br /> destinations within the project,and to appropriate uses on adjacent sites,by designing <br /> and constructing a street network that consists of a grid or modified grid pattern and <br /> stub-outs or connections to adjacent sites. <br /> Note: The project will have east/west and north/south driveway connections on 43`d Avenue <br /> and 45th Street, and will provide a driveway stub-out to its east boundary to <br /> accommodate a future interconnection between the project's multi-family <br /> development and existing multi-family development to the east. These connections <br /> will allow alternate routes within and through the project. <br /> (18) The project shall contain a network of interconnected streets, sidewalks, and <br /> pathways. Streets shall be designed to balance pedestrian and automobile needs, to <br /> discourage high automobile speeds, to effectively and efficiently accommodate <br /> transit systems, and to distribute and diffuse traffic rather than concentrate it. <br /> Sidewalks shall be provided on both sides of project streets. <br /> Note: The project will have driveways on 43`d Avenue and 45th Street to distribute and <br /> diffuse both the commercial and residential traffic. In addition,the project's internal <br /> and external sidewalk systems will connect to the proposed transit stop located along <br /> the site's 45th Street frontage. <br /> (19) Street trees shall be provided so as to shade sidewalk areas and buffer sidewalk areas <br /> from automobile traffic. <br /> Note: Although there are no internal streets, "street trees" will be provided along project <br /> driveways. <br /> Timing of Construction <br /> (20) In each mixed use P.D., construction of no more than three (3) acres or fifty (50) <br /> percent of the total commercial area allowed, whichever is greater, shall be <br /> constructed until at least twenty-five (25) percent of the proposed residential <br /> development (units or lots) has been constructed, and no certificate of occupancy <br /> shall be issued for commercial area exceeding three(3)acres or fifty(50)percent of <br /> the total commercial area allowed, whichever is greater, unless at least twenty-five <br /> (25) percent of the total residential development has received certificates of <br /> occupancy or certificate of completion. <br /> Note: The project's commercial area does not exceed 3 acres; consequently, the timing <br /> standard does not apply. <br /> R\Community Deve1opment\CurDev\BCC\2014 BCC\FamilyDollarGifford(PD-14-03-02).doc 14 <br /> 103 <br />
