INDIAN RIVER COUNTY,FLORIDA
MEMORANDUM
TO: Joseph A. Baird; County Administrator
Through:
Stan Boling, AIC
Community Dev ment Director
From: Sasan Rohani, AICP
Chief, Long-Range Planning Section
DATE: June 10, 2014
SUBJECT: Request for Approval of an Amendment to Work Order No. 6 for Additional
Design Work for the 45th Street Improvements Beautification Project
It is requested that the data herein presented be given formal consideration by the Board of County
Commissioners at its regular meeting of June 17, 2014.
— DESCRIPTION & CONDITIONS
In 2013, the County was awarded a $25,000 planning grant by the Department of Economic
Opportunity (DEO) to fund the design of landscaping and streetscape improvements for the 45th
Street corridor in Gifford. In this case, the corridor limits extend from 43rd Avenue to U.S.1. The
design is intended to implement an improvement and beautification project that has appeared in the
CIP(Capital Improvements Plan)for a number of years. Currently,the County has$350,000 in the
C I P for the project.
On November 5, 2013, the County issued a work order under a continuing services contract with
Kimley-Horn to perform design work consistent with the$25,000 DEO grant. As part of the Gifford
Neighborhood Plan 2014 update, staff and Kimley-Horn coordinated with Gifford residents and
received input on initial design plans. Based on that input, staff has determined that additional
design work is needed to provide for additional future improvements that may be grant-eligible. To
provide for that additional design work, a work order amendment is needed.
ANALYSIS
Since approval of the November work order, Kimley-Horn has performed design work on the
streetscape design project, coordinated with staff, and attended a meeting with Gifford residents. To
date,Kimley-Horn has provided conceptual, modified, and final streetscape design plans needed to
meet DEO design grant obligations.Based on community input, staff proposes to expand the original
F.\CommLin ity Development\Gifford Plan\DEO TA grant for 45th street 2013\Amended work order-Kimley Horn-45th Street streetscape 1
improvements.doc
19
