E. <br /> ANALYSIS <br /> The proposed consultant services contract includes standard County contract language covering such <br /> things as insurance, dispute resolution, time of performance, and prohibition of charging for extra <br /> services unless authorized by the County. Specific tasks that the consultant will perform are listed <br /> within a scope of activities attached to the contract. The scope of activities is a modified version of <br /> the County's entire Scope of Activities as proposed by Ady Voltedge, Inc. and reviewed by the <br /> Board at its June 10, 2014 meeting. <br /> Although the entire Voltedge,Inc.proposed Scope of Services listing Phase 1 and Phase II tasks and <br /> price by task is attached to the contract, not all of the tasks are part of the proposed contract. The <br /> Phase I tasks included in the contract are sufficient to produce an economic development positioning <br /> plan and includes a sites and buildings assessment. Phase I1 marketing and branding tasks are listed <br /> but are not included in the contract and $80,000 price. Optional Phase I tasks that would add <br /> additional cost are also specifically excluded from the contract. They remain listed within the Scope <br /> of Services as optional tasks that maybe added by the Board through one or more addendums to the <br /> contract if the Board later determines one or more of the optional or Phase II tasks would be <br /> beneficial to the County. In the future,funding for optional and Phase 11 items could come from the <br /> ,. Board or from the private sector and coordinated through the Indian River County Chamber of <br /> Commerce. <br /> The Phase I Scope of Services incorporated into the contract include the following tasks that the <br /> consultant will perform: <br /> 1. Conduct two community leaders/stakeholders summits,one at the beginning and one at the <br /> end of the project; <br /> 2. Interview various officials,groups,and key individuals to identify how Indian River County <br /> is perceived and actions that can be taken to strengthen positive perceptions and reverse <br /> negative perceptions; <br /> 3. Complete a sites and buildings analysis; <br /> 4. Prepare a competitive positioning assessment and assessment of the County's list of target <br /> industries; and <br /> 5. Prepare and present an economic development positioning analysis report and action plan <br /> that identifies actions that can be taken to improve the County's competitiveness. <br /> 3 <br /> 80 <br />
