McCoy <br />Chief, Current Development <br />unity Development Director <br />DATE: July 3, 2014 <br />PUBLIC UFARINC; <br />SPECIAL EXCEPTION <br />SUBJECT: Roseland United Methodist Church's Request for Special Exception Use <br />Approval to Construct a Stabilized Parking Lot to Serve the Church [SP -SE - <br />14 -06-13 / 98090131-722151 <br />It is requested that the data herein presented be given formal consideration by the Board of <br />County Commissioners at its meeting of July 15, 2014. <br />DESCRIPTION & CONDITIONS: <br />Todd Smith, P.E., Inc. has submitted an application for minor site plan and special exception use <br />approval on behalf of the Roseland Methodist Church to convert a lot previously used for a <br />single family home to a stabilized parking lot for the church. The home has been removed from <br />the lot but a small garage structure remains. The lot is located west of the church across 129th <br />Court, and north of the existing church office and church food pantry that are located on the west <br />side of 129th Court. The church is located at 12962 Roseland Road and lies within the Roseland <br />corridor area. Since the site is located within the RS -3 zoning district, special exception use <br />approval must be granted to convert the subject lot from a residential use to a use that serves the <br />church. <br />Pursuant to Section 971.05 of the land development regulations (LDRs), the Board of County <br />Commissioners is to consider the appropriateness of the requested use for the subject site and the <br />compatibility of the use with the surrounding area. The Board is now to consider the special <br />exception use request, and is to approve, approve with conditions, or deny the use request. <br />Planning and Zoning Commission Action: <br />At its meeting of June 26, 2014, the Planning & Zoning Commission voted 4-0 to recommend <br />approval of the special exception use request with conditions as recommended by staff. In <br />addition, the Planning & Zoning Commission recommended three additional conditions based on <br />comments at the meeting.
