the proposed parking area, posting signs on Roseland Road to prevent parking in front of single- <br />family homes adjacent to the church site, and formalizing circulation patterns for the alley that <br />serves the proposed parking lot and adjacent properties. Staff will address these three additional <br />recommended conditions in the analysis section of this report. <br />ANALYSIS: <br />1. Overall Site 4.65 Acres (total church campus including proposed <br />parking lot site) <br />Area of Development: .36 acres or 15,840 sq. ft. <br />2. Zoning Classification: RS -3, Single -Family Residential (up to 3 units/acre) <br />3. Land Use Designation: L-2, Low Density (up to 6 units per acre) <br />4. New Impervious Surface Area: 3,799 sq. ft. <br />Note: All of the new proposed improvements are semi -impervious, consisting of <br />millings and grassed parking. <br />5. Open Space: Required: 40% <br />Proposed: 68.7% <br />6. Building Area: No new building area is proposed. The existing small garage will <br />continue to be used as accessory storage. <br />7. Traffic Circulation: The applicant is proposing a stabilized one-way driveway that will <br />connect to an existing alley that runs behind the church office and food pantry. The <br />proposed one-way driveway will loop from the alley back to 129th Court, where traffic <br />will be directed back to Roseland Road. Traffic is directed back to Roseland Road by the <br />geometry of the proposed one-way drive -way and a proposed right -turn only sign to be <br />posted at the exit to 129th Court. Stabilized parking spaces are proposed adjacent to the <br />one-way drive and will be accessed directly from the one-way driveway. <br />The Planning & Zoning Commission had two recommendations related to traffic <br />circulation. Those recommendations call for an evaluation of traffic flow (direction) for <br />the alley and posting signs to prohibit parking along Roseland Road in front of the single- <br />family homes that are adjacent to the church office and food pantry. <br />Since the Planning & Zoning Commission meeting, staff coordinated with Traffic <br />Engineering regarding the recommended conditions and LDR requirements for adequate <br />traffic circulation and off-street parking. Traffic Engineering does not believe any project <br />design changes are needed but does propose to inspect and monitor the church's parking <br />and traffic circulation before and after the proposed parking lot improvements are <br />installed, and then determine if additional signage and/or circulation changes are <br />warranted. If such items are warranted, any necessary directional or regulatory signs will <br />be prepared and installed by the County at the church's expense.
