13. Park Improvements <br />14. Funding <br />15. Crime Prevention/ Law Enforcement. <br />Under each objective, there is a set of specific actions that contribute to meeting the objective. Each <br />action item identifies a specific action, a responsible party or parties, and a completion date (year). <br />Responsible parties identified in the action plan include: the Planning Division, the Public Works <br />Department, the Parks Division, Code Enforcement, the Progressive Civic League of Gifford. the <br />School Board, Indian River State College, Road and Bridge, Traffic Engineering, Indian River <br />Farms Water Control District, the Metropolitan Planning Organization (MPO), the Health <br />Department, the Sheriff's Office, the County Attorney's Office, and the Indian River County <br />Chamber of Commerce. Overall, the plan contains 82 specific actions. <br />The Gifford Neighborhood Plan was created through a coordinated effort among various groups, <br />and there are several governmental agencies and a number of community organizations with <br />responsibilities for implementing actions identified in the plan. During plan preparation, planning <br />staff coordinated with the responsible county divisions/departments and non -BCC parties to ensure <br />that identified actions are appropriate, financially feasible, and that the proposed timeframes for <br />implementation are realistic. <br />If the neighborhood plan is approved, Community Development staff will coordinate <br />implementation of the action plan. Implementation will include inputting committed capital items <br />into the County's CIP (Capital Development Plan) and presenting the Board with an annual "report <br />card" update on plan implementation. The plan's principal actions that will require capital <br />expenditures over the next 10 years include the following: <br />• 45th Street Beautification and Improvements 43rd Ave to US 1; Phase 1 (2016) : <br />- Widened shoulders/bike lanes <br />- Street lights, to fill-in gaps <br />- Curbing improvements along certain portions <br />- Re -surfaced side street approaches <br />Hardscape and landscaping improvements <br />- Westbound right turn lane at 28th Court (Gifford Middle School) <br />• 45th Street Beautification and Improvements 43rd Ave to US 1; Phase 2 (2018) : <br />- Culverting certain portions of the canal on the south side of 45th Street <br />- Landscaping improvements along the south side <br />• Sidewalk Improvements <br />-41st, 45th, and 49th Streets and 43rd Ave <br />• Street Maintenance <br />-Resurfacing roads that rank low on evaluations conducted by Public Works (priority for <br />34th Ave) <br />-Resurfacing 45th Street east of 43rd Ave <br />• Traffic/Safety Improvements <br />-Signal at 58th Ave/45th Street <br />- Signal at 58th Ave/49th Street <br />• Drainage Improvements <br />-Drainage system for 10 year/24 hour storm events (east Gifford) <br />-New outfalls (east Gifford) <br />4 <br />
