Baird, County Administrator <br />Vincent Burke, P.E., Director of Utility Services <br />Cindy Corrente, Utilities Finance Manag <br />Adoption of a Red Flag Policy for Identity Theft Prevention <br />DESCRIPTIONS AND CONDITIONS: <br />On October 21, 2008, the Board of County Commissioners approved a Red Flag Policy for the <br />detection, prevention and mitigation of identity theft in connection with utility accounts. Staff <br />has followed this policy since its inception. Prior to May 2011, staff required various <br />documents including applications and leases, from customers before opening their utility <br />accounts. Copies of these documents were made and kept in a secured file room. Over time, <br />documents were purged and had to be shredded in order to assure protection of our <br />customer's identifying information. With the implementation of new billing software in May <br />2011, came the ability to store and secure this information electronically. Safeguards are built <br />into the system so only a few authorized personnel have access to the identifying data. <br />ANALYSIS: <br />Staff recently reviewed the policy and made several suggestions to enhance the Department's <br />ability to detect, prevent and mitigate identity theft in connection with utility accounts. Staff <br />also incorporated the ability to gather and store data electronically when developing the new <br />policy.
