• <br />EXECUTIVE SUMMARY <br />Solid Waste Management Plan Update <br />Solid Waste Disposal District <br />Indian River County, Florida <br />1. Purpose and Scope of Report <br />The purpose of this 2014 Indian River County Solid Waste Management Plan <br />(SWMP) is to provide current and projected views of the Indian River County <br />Solid Waste Disposal District's (SWDD) facilities, and to propose a plan of action <br />for addressing the present and future needs of the Solid Waste Management <br />System (the "System") The last updated SWMP was adopted by the County in <br />February 2007. This update was considered necessary due to changes in rules, <br />demographics, operational changes and economic conditions. This updated plan: <br />• Provides a summary of the current SWDD system facilities, their condition <br />and ability to effectively provide the level of service needed to meet the <br />future solid waste management needs of the current and future population <br />of Indian River County. <br />• Examines the impact of the recent economic downturn on the SWDD waste <br />stream and finances, and identifies the near-term financial challenges facing <br />the SWDD collection, recycling and disposal functions. A new financial <br />model is provided for SWDD staff. <br />• Presents the results of the 2014 waste composition study, and the waste <br />processing alternatives evaluation that identifies opportunities for <br />increasing recovery of current recyclables (paper, plastics, metals, glass, <br />yard wastes, construction and demolition wastes) and other recyclables <br />(organic wastes and additional types of paper and plastics), to achieve <br />higher recycling rates. <br />• Provides a plan for implementation of enhanced recycling of the Class I and <br />Construction and Demolition (C&D) waste streams to increase recycling <br />towards the State of Florida goals of 50% by 2015 and 75% by 2020. <br />Ric NEEI_ SCHAFFER <br />ES -1 <br />157 <br />
