• <br />2014 Solid Waste Management Plan <br />• Establishes the need for universal collection in the urban service areas of <br />unincorporated County to stabilize and increase the amount of future <br />wastes entering the SWDD waste stream for recycling, processing or <br />disposal. <br />• Presents a five year fiscal year (FY 2015-2020) and a long-term (FY 2021-40) <br />Capital Improvements Program (CIP). The five-year CIP includes projects <br />for the SWDD to issue Requests for Applications (RFA's), Requests for <br />Information (RFI's) and Requests for Proposals (RFP's) for collection <br />alternatives and an RFI/RFP for alternative solid waste processing <br />technologies, including a facility for the process of single -stream recyclable <br />materials and C&D recycling. Projects in the five-year CIP also include the <br />construction of the 10.6 acre Segment III Cell 2 disposal unit, closure of older <br />landfill units, construction of a small vehicle (public) drop-off center at the <br />landfill, a new single stream transfer/processing facility and replacement of <br />the current household hazardous waste storage facility. The long-term CIP <br />includes expansion and closure projects to maintain the level of service. <br />2. Background and Description of System <br />• The SWDD under the authority of its Board operates and maintains the system and <br />is authorized to make capital improvements and expansions to provide solid waste <br />management in an environmentally safe and economically sound manner. The <br />physical assets of the System consist of the 600 -acre landfill facility located at Oslo <br />Road and 74th Avenue SW and five Customer Convenience Centers (CCCs) located <br />throughout the County. Operations at the landfill and the CCCs are currently <br />contracted to Republic Services Inc. which also transports the waste from these <br />convenience centers to the landfill facility for disposal. Solid waste operations at <br />the landfill facility include Class I solid waste disposal, C&D debris disposal, <br />recyclable materials processing and transfer operations; temporary storage of <br />household hazardous wastes, and waste tire processing. Ancillary operations in <br />support of these activities include landfill gas (LFG) management, leachate <br />management, groundwater and stormwater monitoring and management, and <br />environmental and operations permitting. <br />In 2011, SWDD planned the Segment III disposal area covering approximately 76.3 <br />acres to be developed in eight (8) similar cells. The first cell covering 10.4 acres was <br />constructed. Segment III is permitted to dispose both Class I solid waste and C&D <br />materials. <br />% NEEL—SCHAFFER <br />ES -2 <br />158 <br />
