<br />4. Cost of Service Analysis
<br />Since the prior master plan update, the County has undertaken a number of
<br />measures to reorganize and simplify the operations of its solid waste management
<br />system. These include privatizing the operation of its landfill services, reorganizing
<br />its operations to eliminate its collection and refuse disposal division, and moving
