• <br />• <br />2014 Solid Waste Management Plan <br />• More than 27% of the single-family residential waste stream consists of <br />recyclables that are accepted in the County's curbside recycling program <br />(fiber and containers). An additional 12.3% is comprised of yard waste that <br />is supposed to be collected separate from solid waste. <br />• Electronics (2 to 3%) in the residential waste stream can be diverted from <br />disposal if the County better informs residents of alternative disposal <br />options for these discarded devices. <br />For the county wide waste stream the most significant findings were: <br />• More than 46% of county wide waste currently disposed at the landfill <br />consists of fiber (19.2%), containers (13.0%), other recyclables (6.1%), and <br />yard waste (8.2%) that could potentially be recycled in the County's existing <br />recycling programs, <br />• Overall, compostable materials (yard waste, food waste, clean wood waste, <br />and low grade paper) make up more than 32% of county wide waste <br />disposed. <br />6. Collection Processing and Recycling Strategies <br />In 2010, the State Legislature passed House Bill (HB) 7243, which established a <br />recycling goal of 75% by December 31, 2020, along with interim goals of 40% by <br />December 31, 2012; 50% by December 31, 2014; 60% by December 31, 2016; and <br />70% by December 31, 2018.1 If a county fails to meet any of these goals, the FDEP <br />may direct the county to develop a plan to expand recycling programs to existing <br />commercial and multi -family dwellings. To increase waste diversion and recycling, <br />a coordinated strategy of collection, waste processing and recycling is needed. <br />Strategies for each of these functions are provided below: <br />• Conduct a RFA/RFP process for collection services prior to expiration of the <br />current franchise agreements in September 30, 2015. Options to include in <br />the RFA are Joint County -municipal contracts, conversion to carted <br />(automated) single stream recycling, conversion to carted (automated) <br />garbage collection, conversion to weekly garbage collection and universal <br />collection in urban service area (USA) or entire unincorporated County (See <br />Table 6-1 in section 6.0) <br />1 Section 403.706(2), F.S. <br />WE NEEI— SCHAFFER <br />ES -9 <br />165 <br />
