• The scenarios used in grant funded exercises must be based on the State/Urban Area's THIRA. <br /> The scenarios used in grant funded exercises must focus on testing capabilities, must be large <br /> enough in scope and size to exercise multiple activities and warrant involvement from multiple <br /> disciplines and/or jurisdictions and non-governmental organizations, and take into account the <br /> needs and requirements for individuals with disabilities. Exercise scenarios should align with <br /> priorities and capabilities identified in the Multi-year Training and Exercise Plan. <br /> Federally funded projects must be competitively solicited offering open competition. No <br /> piggy-backing off existing agreements is allowed. Each award under this grant is a 'new' <br /> project and must be competitively bid. FDEM will require suspension and debarment forms <br /> for each vendor, copies of solicitation documents and responses, and justification of vendor <br /> selection at its discretion. FDEM must pre-approve all scopes of work for projects funded <br /> under this agreement. <br /> F. Equipment <br /> States and Urban Areas are encouraged to fully leverage all EMPG resources for equipment <br /> to support volunteer personnel in preparedness and response. All allowable equipment costs <br /> are listed on the web-based version of the Authorized Equipment List on the Lessons Learned <br /> Information Sharing site available at https.//www.Ilis.dhs.govlknowledgebase. <br /> Any equipment purchased with CCP funding must be used for specific preparedness or <br /> volunteer training or by volunteers in carrying out their response functions. Examples of <br /> equipment used to support training and exercises for citizens include items such as burn pans <br /> or sample preparedness kits. <br /> Expenditures for kits used in volunteer response (e.g., CERT, or MRC kits/ backpacks) or <br /> clothing for official identification must not exceed 30 percent of the total Citizen Corps Program <br /> allocation. Clothing for official identification includes those items that volunteers are required to <br /> wear when engaging in public safety activities or disaster response (e.g., t-shirts for CERT <br /> members, baseball caps for Neighborhood Watch/USAonWatch Program foot patrol <br /> members). To assure appropriate and consistent use, such clothing items must be issued by <br /> the agency that trains the volunteers. <br /> CCP supported volunteer programs and assets, which are authorized to deploy in <br /> response and recovery operations, must meet the minimum training and equipment <br /> requirements, as determined by the national program office in coordination with the <br /> sponsoring State/territory. <br /> Necessary accommodations that meet the disability related access and functional needs of <br /> participants should be provided. <br /> 1. Program Requirements <br /> The following are required items to be provided to participate under the CERT Sub-grant: (NOTE: <br /> Special exemption can be granted by the State Citizen Corps/CERT office.) <br /> A.
