DeBlois, AICP <br />Chief, Environmental Planning <br />& Code Enforcement <br />FROM: Kelly Buck <br />Code Enforcement Officer <br />DATE: 2/2/2015 <br />RE: TRG CFG PROJECT IV, LLC Request for Partial Release and Replacement of a <br />Conservation Easement at 6055 and 6059 Sequoia Circle (Huntington Place <br />Subdivision) <br />It is requested that the Board of County Commissioners formally consider the following information at <br />the Board's regular meeting on February 10, 2015. <br />DESCRIPTION AND CONDITIONS <br />The County has been petitioned by TRG CFG PROJECT IV, LLC , owner of lots at 6055 and 6059 <br />Sequoia Circle in Huntington Place Subdivision, for release of a portion of a conservation easement on <br />the lots (Lots 10 and 11) within the subdivision. The purpose of the easement release request is to allow <br />for a subdivision monument sign at the southwest corner of the intersection of 58th Avenue (King's <br />Highway) and 61st Street where the lots are located. Concurrent with the requested partial release of <br />easement, two new, comparable replacement conservation easement areas on the lots are to be dedicated <br />to Indian River County (see attached survey sketches and descriptions). <br />ANALYSIS <br />County environmental planning staff has evaluated the condition and location of the existing upland <br />conservation easement at the location of the proposed sign area and the condition and location of the <br />proposed replacement conservation easements. Staffs finding is that native upland vegetation within the <br />replacement easements, if supplemented with native plantings, will be comparable to vegetation in the <br />portion of the easement proposed for release. Also, there is an existing fence along the conservation <br />easement boundary that will need to be relocated to incorporate the replacement easement areas. Subject <br />to those parameters, release of the requested portion of the conservation easement will allow for <br />placement of the proposed subdivision monument sign at a reasonable location without a net loss to <br />conserved upland resources. <br />frM <br />
