The rate decreased substantially in Indian River from 33.5 per 1,000 individuals in <br /> 2008 to 14.7 per 1,000 individuals in 2012. Even though the rate decreased in Indian River, in 2012 it <br /> was still higher than the rate in Florida (11.7 per 1,000 individuals).
