During discussion following staffs presentation, a question <br /> was raised about the capacity of the County's Landfill. <br /> Commissioner Zorc requested that staff include in its <br /> presentation on March 18, 2015, data on the costs for closing <br /> and opening cells at the Landfill. <br /> Discussion ensued about the need for the municipalities to <br /> participate in the recycling initiative, and the benefits of a <br /> Mixed Waste Recycling(MWR) facility. <br /> Himanshu Mehta, Managing Director, SWDD, clarified that <br /> the District provides recycling for the entire County, including <br /> the municipalities. He also disclosed that staff will be making <br /> a future presentation on Mixed Waste Recycling (MWR). <br /> Director Burke added that the City of Fellsmere has been <br /> included in the North Service area of the RFP, subject to final <br /> approval by the Fellsmere City Council once the bid is <br /> awarded. <br /> Larry Brown, 5190 65th Street, said that having one or two <br /> franchise areas deters small businesses from competing for the <br /> bid award. He asked the Board to look at structuring County <br /> contracts to make it feasible for small businesses to <br /> participate. <br /> Lengthy discussion ensued on how waste hauling and <br /> recycling service costs are affected by the size of the franchise <br /> area or areas. <br /> Director of Management and Budget Director Jason Brown <br /> emphasized that staff designed the franchise service area/s not <br /> to exclude anyone, but to get the lowest rates for customers. <br /> Bob Johnson, Coral Wind Subdivision, cautioned the Board to <br /> work out all the details before implementing the new plan, and <br /> to retain the current contracts for another year. <br /> Bill Rigby, 8465 591h Avenue, voiced objections to the inclusion <br /> of only one or two franchise areas in the RFP, and asked the <br /> Board to consider small/minority businesses. <br /> No Board Action Required or Taken <br /> Solid Waste Disposal District Page 2 <br /> March 17,2015 <br />
