.ALTERNATIVES AND ANALYSIS <br />The following alternatives are presented: <br />Alternative No. 1 <br />Accept the Engineer's recommendation and contract <br />with the lowest cost firm, Jammal and Associates, Inc., <br />to perform the work at a cost of $4,253. <br />Alternative No. 2 <br />Bid the work through the Purchasing Department. Since <br />this work is professional in nature and below the <br />mandatory CCNA threshold of $6,000, a competitive <br />selection process or bid is not appropriate. <br />RECOMMENDATIONS AND FUNDING <br />It ,is recommended that the County contract with Jammal <br />Associates at a not to exceed cost of $4,253 and that CCNA <br />,�;..•. and bidding procedures be waived. Funding to be from <br />`:. District 6 Road Impact •Fees. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Wheeler, the Board unanimously approved <br />staff's recommendation to contract with Jammal <br />Associates as set out in the above memo. <br />REQUEST TO HOLD A "SEBASTIAN RIVER DAY" AT DALE WIMBROW PARK <br />The Board reviewed the following memo dated 4/9/90: <br />TO: James E. Davis, P.E.,,� ,ti� <br />Public Works Director <br />SUBJECT: Request from Friends of the Sebastian River to <br />Hold a "Sebastian River Day" at Dale Wimbrow Park <br />on Sunday, April 22, 1990 <br />REF. r.FT17Ert: Edna Perkins to Jim Davis dated 4-1-90 <br />DATE: April 9, 1990 <br />DESCRIPTION AND CONDITIONS <br />The "Friends of the Sebastian River" is requesting the use <br />of Dale Wimbrow Park on Sunday, April 22, 1990 (12 Noon to 6 <br />PM) for the .purpose of holding a "Sebastian River Day" <br />celebration. Canoe rides, live music, and refreshments will <br />be offered to the public, with proceeds to be used to cover <br />expenses. It is estimated that 200 persons would be in <br />attendance. <br />ALTERNATIVES AND ANALYSIS <br />Staff has no objections to the specified use of the park, <br />provided that: <br />1) The use of the public boat ramp and other facilities <br />remain open to the public as usual. <br />2) All requests of the Risk Management Division are <br />practiced. <br />3) The park is cleaned of all litter, etc. after the <br />event. <br />RECOMMENDATIONS AND FUNDING <br />It is recommended that the request be approved subject to <br />the above conditions. <br />27 <br />"APR 17' 1990 BOOK 79 fg E <br />
