The SWIM bill along with the establishment of the <br />Marine Resources Council and other entities are making it more ..important that <br />rrthe elected officials of our county and municipalities take the lead in a coor- wi.,,<< <br />�dinated effort to both clean up the Indian River to the extent we can, but <br />more important to develop a plan of action to divert storm and irrigation waters <br />lin order to recharge our aquifer. This'is a complex issue and certainly cuts <br />;across juridictional boundaries, but I believe the time bomb is ticking away on <br />lour resources, the environmental problems of growth, the quality of our lives <br />and our health. <br />P <br />!Because the issue is difficult to address, I believe a special committee should <br />be formed under the sponsorship of the Commissioners to examine the scope of the <br />Problem and the costs of either diverting waters to recharge areas, or cleaning <br />up the discharges. This committee should include the Indian River Farms Drainage <br />f District, St. Johns Drainage District, Sebastian River Drainage District, The <br />St. Johns River Water Water Management District, Fellsmere Water Control District, <br />The various municipalities of the county, and finally, two or three interested <br />;.:citizens of the community. <br />'' <br />Water rationing is becoming too much a part of our lives, and while diverting or <br />.back pumping is also going to be expensive, we need to examine the options and move <br />toward -better management of our most precious resource. Whether such a committee <br />is called a "storm water utility committee", water resources or some other name is <br />immaterial. I believe the issue is of such -magnitude and cuts across so many <br />disciplines that time is of the essence. <br />I know that several of the engineering firms that are consultants for the water <br />districts have some expertise and share my concerns that we need to get to work <br />on a countywide basis. <br />I would consider it a privilege to work on such a committee, and work in any way I <br />can to be of assistance.
