Chairman Eggert believed there are two committees working on <br />this now, and Commissioner Wheeler advised that he had talked <br />about this yesterday with Chief of Environmental Planning Roland <br />DeBlois who serves with him on the Narrows Watershed Action <br />Committee and we felt that along with the Sebastian Watershed <br />Action Committee, we are in a position to do what Mr. Winchester <br />has asked for. He has suggested to Mr. Winchester that he attend <br />the Sebastian meetings along with Commissioner Bowman so that we <br />have a conduit between the two groups. Commissioner Wheeler felt <br />we are pretty well set up having combined our Marine Advisory <br />Committee and the Narrows Committee into one, MANWAC. <br />Commissioner Bowman noted that the Sebastian Watershed <br />Action Committee has contact with people sitting on committees <br />from the Indian River Farms Drainage District and the St. Johns <br />River Water Management District. The Fellsmere Water Control <br />District is also well represented. We have reached out, and we <br />have people from the soil conservation agencies and other <br />agencies who regularly attend our meetings. Furthermore, the <br />Marine Resources Council has a model surface water utility plan. <br />Chairman Eggert understood all of those meetings are open to <br />the public, and Commissioner Bowman advised that the Sebastian <br />Watershed Action Committee meetings are held the first Wednesday <br />of the month at 1:30 p.m. at the Sebastian City Hall. <br />Warren Winchester, 5 Tarpon Drive, stated that he has been a <br />member of the Marine Resources Council since its beginning and <br />has attended some of the watershed committees' meetings, but was <br />concerned about the overall coordination in the effort to <br />conserve water. There doesn't seem to him to be an overall goal <br />for what we want to establish, and he doesn't see any coordinated <br />discussion on recharging the aquifer, back pumping, or some other <br />things that we should should be dealing with on a larger scale. <br />He felt we should be looking at water problems 5-10 years into <br />the future and not just at cleaning up the Indian River. <br />®® q BOOK F',1Gt� <br />APR R 17 199® 3 3 <br />
