P R O C L A M A T I O N <br />WHEREAS THE PURPLE HEART MEDAL was designed by GENERAL <br />GEORGE WASHINGTON as the first BADGE OF MILITARY MERIT to be <br />awarded for SINGULARLY MERITORIOUS ACTION by a soldier; and <br />WHEREAS on May 3, 1783, General George Washington <br />awarded the first PURPLE HEARTS to SGTS. ELIJAH CHURCHILL <br />and WILLIAM BROWN, two of only three recipients of the award <br />during the REVOLUTIONARY WAR; and <br />WHEREAS through the diligent efforts of GENERAL <br />DOUGLAS MacARTHUR, the War Department announced the <br />reinstatement of the PURPLE HEART MEDAL in 1932 for persons <br />who had suffered a wound which was received in action with <br />an enemy, and which required treatment by a medical officer, <br />since such wound could, in the judgment of the commander, be <br />construed as,resulting for a SINGULARLY MERITORIOUS ACT OF <br />ESSENTIAL SERVICE; and <br />WHEREAS' today, through progressive Presidential <br />Orders, eligibility for the PURPLE HEART has been extended to <br />all branches of the military and to civilian nations of the <br />United States who are wounded while serving under competent <br />authority with an armed force, so that, in the words of <br />GENERAL GEORGE WASHINGTON, "THE ROAD TO GLORY IN A PATRIOT <br />ARMY AND A FREE COUNTRY IS THUS OPEN TO ALL"; AND <br />WHEREAS Indian River County is honored to welcome and <br />to serve the 46th Annual Convention of the DEPARTMENT OF <br />FLORIDA MILITARY ORDER OF THE PURPLE HEART on this 207th <br />anniversary of the first presentation of the PURPLE HEART <br />MEDAL; <br />NOW, THEREFORE, BE IT PROCLAIMED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA that May 11, <br />1990 be designated as , <br />"PURPLE HEART DAY" <br />in Indian River County, Florida. <br />Approved and adopted on April 24, 1990. <br />BOARD OF COUNTY COMMISSIONERS <br />OF INDIAN RIVER COUNTY, FLORIDA <br />Y <br />CAROLYW K.
