BACKGROUND: At its regular meeting of November 3, 1987 the Board of County Commissioners granted final plat approval for the Woodlands subdivision, located on the north side of 1st Street S.W., to the east -of The Meadows subdivision. At the time of final plat approval, several required improvements were "bonded out": a contract to complete construction was signed by the developer and the county and security was posted to guarantee the contract. Subsequently, on March 1, 1988, the Board reduced the original security amount to cover the only remaining required improvement: internal sidewalks. Sidewalks have been provided with the subdivision as residences have been constructed. About 360 of the internal sidewalk system has been constructed in the manner. The developer wishes to 18
