M r M <br />ANALYSIS: <br />At the meeting on April 3, Resolution No. 90-41 was approved, <br />granting a rate increase of $3.12 per month for Harris Sanitation, <br />Inc., and increasing franchise fees from 1 percent to 6 percent, to <br />be paid on a quarterly:basis. It was then determined that franchise <br />fees should also be increased for Treasure Coast Refuse Corporation, <br />based upon the approval of Resolution No. 90-41 and the outcome of <br />the Public Hearing. <br />RECOMMENDATION: <br />The Staff of the Department of utility Services now requests that <br />the Board of County Commissioners approve the attached resolution, <br />increasing franchise fees for Treasure Coast Refuse Corporation from <br />1 percent to 6 percent, based upon the outcome of the Public <br />Hearing. Payment shall be submitted to the County on a quarterly <br />basis, and shall be shown as a separate additional charge on <br />customers' bills. <br />Director Pinto felt the above memo is self-explanatory. <br />This increase simply brings this franchise in accordance with the <br />other franchise holder. <br />Commissioner Scurlock believed the action we took earlier <br />with Harris, combined with the proposed increase in the Treasure <br />Coast Refuse Corporation franchise fee, would generate about <br />$100,000 additional revenue yearly. <br />Chairman Eggert asked if anyone representing Treasure Coast <br />Refuse Corporation wished to speak, and no one did. <br />The Chairman then asked if anyone present wished to be heard <br />for or against the proposed increase in franchise fees. <br />William Koolage, county resident, commented that having been <br />here for the last hearing on Harris Sanitation, what sticks in <br />his mind is that the County ought to do a good audit on both of <br />these outfits. He personally has the Treasure Coast service; he <br />believed they always have been $2 or $3 ahead of Harris in their <br />costs; and he felt the County should do a cost analysis. <br />Commissioner Scurlock explained that this particular action <br />today just generates additional revenue, and there is no rate <br />increase. He further advised that we are in the process of <br />negotiating with both haulers to divide the county up into equal <br />areas, and at that point we will be negotiating the future fee <br />and we will do an indepth analysis. <br />21 <br />BOOK 1 F,1GE 9 <br />
