Land Use Designation: L-2 Low Density Residential up to 6 <br />units per acre. <br />5. Estimate Excavated Volume: 63,000 cubic yards <br />6. Setbacks: 250' from all property lines to the mining pit <br />area. <br />7. Depth of Mine: 12.50 above Mean Sea Level or ±11' below <br />existing grade. <br />8. Ground water Table: The ground water table varies between 2' <br />and 4' below natural grade. The applicant is proposing <br />minimal dewatering and no off site discharge. Any water <br />removed from the pit would be caught and held in a rim ditch <br />before re-entering the lake. The applicant's engineer has <br />indicated this would not affect groundwater quality or <br />quantity in the area. <br />9. Method of Mining: A dragline would be used to remove all <br />material from the pit. The material would be stockpiled and <br />dried, then loaded on trucks and removed from the site. <br />10. Restoration Plan: The applicant proposes to use the lake as <br />the center of a proposed subdivision. The applicant has <br />received preliminary plat approval for High Pines Subdivision <br />which is to be the final "reclaimed" use. <br />A submerged island is to be planted in the center of the lake <br />to meet the County's littoral zone requirements. This plan <br />will need to conform to section 25r(5) of Appendix A. <br />Any approval granted would need to include a condition that <br />the littoral zone planting scheme meets Section 25r(5) <br />requirements, as determined by the Environmental Planner, <br />prior to issuance of a mining permit. <br />11. Bond Requirements: $5,240 restoration bond <br />$9,970 compliance bond <br />Any approval granted would need to include a condition that <br />the referenced bonds are posted prior to issuance of a mining <br />permit. <br />12. Roadway Protection: The public works department is requiring <br />a paved apron to be installed at the project's entrance to <br />65th Street to protect the street's edge of the pavement. <br />Provision of this apron should be a condition of any granted <br />approval. <br />13. Haul Route: The proposed haul route is from 65th Street to <br />58th Avenue then north to C.R. 510 and over the Wabasso <br />Causeway to Orchid Island. The Public Works department has <br />approved the proposed haul route. <br />14. Special Exception Criteria: <br />a. A site plan meeting all requirements of Sections 23.1 <br />and 23.2 of the county zoning code. <br />b.
