BUILDING DIVISION - PERMIT/INSPECTION SYSTEM <br />The Board reviewed the following memo dated 4/19/90: <br />TO: James Chandler <br />County Administrator <br />FROM: Robert M. Keating, AICP 2M K <br />Community Development Director <br />DATE: April 19, 1990 <br />SUBJECT: BUILDING DIVISION PERMIT/INSPECTION SYSTEM <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of May 1, 1990. <br />DESCRIPTION & CONDITIONS: <br />Pursuant to a contract approved by the Board of County <br />Commissioners, Tindale/Oliver & Associates is developing a <br />computerized permit/project tracking and concurrency management <br />system for the community development department. As part of the <br />scope of services for this project, the consultant is to provide <br />an interface between the computer program being developed (which <br />will run on a PC local area network) and the building division's <br />building permit/inspection system which runs on the clerk of the <br />court's AS400 system. <br />ALTERNATIVES & ANALYSIS: <br />The consultant has analyzed the two principal ways to provide this <br />interface. One way is to connect the PC network and the 400 <br />through a gateway or some other mechanism. This option has several <br />drawbacks. While making the connection and transferring data <br />between the systems is technically possible, it may not be <br />efficient and may not perform to expectations. Most importantly, <br />this option does not address the current problems with the building <br />permit system on the 400. These problems and issues are included <br />in the attached letter to me from the consultants. <br />The other option analyzed by the consultant is to change the <br />building division to new software which will run on a PC network. <br />The cost of this software which is a proprietary system to be <br />customized is included in the consultant_ contract already in place. <br />No other software or programming costs will arise. There will <br />however be hardware costs for acquiring new PC equipment. <br />Projected at approximately $25,000, this cost would be included in <br />next year's building division budget. <br />Both the staff and consultant have coordinated with the clerk's <br />office, including the clerk's data processing staff.
