MAY 11990 �_;., <br />BOOK i� F,402 <br />MOTION WAS MADE by Commissioner Scurlock, <br />SECONDED by Commissioner Bowman, that the Board <br />approve staff's recommendation as set out in the above <br />memo. <br />Under discussion, Attorney Michael O'Haire, representing the <br />owner, wished to clarify that the seawall was constructed during <br />the severe northeaster storm during the Thanksgiving weekend in <br />1984, not after the storm. The seawall was constructed only <br />after thousands of yards of sand had been hauled in and poured <br />into the ocean in an attempt to keep the owner's home from <br />falling into the water. He also noted that there are no homes <br />built on either side of Mr. Pishock's home, which is one of the <br />oldest in the north beach area and is well maintained. <br />Commissioner Bowman pointed out that it is known that <br />seawalls cause erosion, especially downdrift, and felt that <br />somehow or other we should be sure that the owner to the south <br />there isn't going to be severely damaged by the result of this <br />seawall. <br />Attorney O'Haire advised that Director Davis required Mr. <br />Walther to address that issue among his other concerns, and the <br />only answer is that Mr. Pishock is going to have to be <br />responsible. <br />Commissioner Bowman recommended that sea oats be planted <br />because of their very distinctive root structure, and Director <br />Davis advised that sea oats have been planted, and it does appear <br />that the vegetation is taking root and being an effective. cover <br />for the seawall. <br />Attorney O'Haire noted that the beach has come back some <br />since the big storm, and, hopefully, will improve even more with <br />the Sebastian Inlet sand transfer project. <br />Director Davis advised that the sand transfer project is <br />mostly in the study phase at this time, but progress is being <br />made. <br />52 <br />
