MAY 8 WO <br />BOOK 80 PAGE 40 <br />Captain Bill Rogers, 408 Ponoka St., Sebastian, member of <br />the Sebastian Parks 6 Recreation Advisory Committee and also their <br />North County Recreation liaison, came before the Board. In <br />regard to the 20 mph speed limit up to the FEC railroad bridge, <br />he noted that Mr. Rose mentioned sacrifice, and he has heard the <br />word "compromise," and he agreed that ultimately to make this <br />work, we will have to sacrifice and compromise. He advised that <br />the City of Sebastian is at this time considering parking permits <br />for the 2 public boat ramps in downtown Sebastian that are used <br />quite heavily. Dale.Wimbrow Park and Donald MacDonald Park are <br />overflow valves for a lot of that traffic, and he believed when <br />the parking permits are implemented, a lot of the people coming <br />to the area are going to be forced to use those parks and then <br />are going to be forced to use slow speed all the way out to the <br />Intracoastal under the DNR recommendations. <br />As to the slow speed not being so time consuming, Captain <br />Rogers would dispute that. He noted that he is a fishing guide <br />and also a canoe outfitter on the Sebastian River, and he has a <br />first hand intimate knowledge of what is going on out there. <br />That area is a very big sport fishery area, and on a weekend <br />there are many small boats fishing the flat areas. Those people <br />will be impacted, and they are the ones who are going to be <br />making the sacrifices. Captain Rogers stated that he personally <br />would support the recommendation the Sebastian Inlet Tax District <br />came up with, and he also supports a 20 mph channel exemption to <br />the railroad bridge. Under the current proposal this is going <br />to afford the manatees better than.50% protection if the channel <br />is going to be marked, and he felt there is no reason the channel <br />can't be marked; if you are interested in protecting the <br />manatees, you find the dollars to do that. <br />Captain Rogers further noted that those who frequent Dale <br />Wimbrow Park and Donald MacDonald Park boat ramps are primarily <br />small boat operators, and 20 mph is maximum speed for most those <br />size boats; they probably only need 10/15 mph.
