r � � <br />do need protection for the manatees in that area, but there must <br />be some compromise to allow boaters some freedom to move in and <br />out because when you accumulate the Sebastian River and the <br />Indian River restrictions, you are talking about a couple of <br />hours in travel time. In regard to the remark made earlier about <br />people not being in a hurry to get anywhere, in many instances, <br />especially in the summertime, the sport fish that are feeding in <br />the flats areas are gone by 9:00 A..M. - they move out to a deeper <br />pool of water and that is similar to what the manatees do. <br />Captain Rogers emphasized that he is not asking to be running <br />around the flats, and he was sure the sports fishermen aren't <br />either, but what they would like is to have access to these areas <br />and he felt that it must be considered that there are a large <br />number of sport fishermen using the waterways in our area. The <br />Sebastian River has a tremendous tarpon fishery up near the C-54 <br />Canal. Captain Rogers noted that there is no doubt in his mind <br />that it would have a significant impact if he had to run from the <br />Intracoastal Waterway all the way up to the C-54 Canal at slow <br />speed. So, when we get down to the spirit of compromise, he <br />noted that he had originally proposed a 20 mph speed limit to <br />Dale <br />Wimbrow <br />Park, <br />and currently <br />it is <br />being <br />proposed to <br />have 20 <br />mph <br />only to <br />the FEC <br />bridge, which <br />cuts <br />it in <br />half, and he <br />would <br />consider that a compromise. If you cut that back, he felt you <br />are then eliminating any compromise at all, and he wanted the <br />state and the county to remember that the people who are out <br />there on the river are the ones who are going to have to be <br />adhering to the rules and make the sacrifices. <br />Commissioner Scurlock got the impression, after hearing all <br />the dialogue today, that the actual area that is the problem is <br />the funnel from the Indian River into the Sebastian River, or the <br />mouth of the Sebastian River rather than the link all the way <br />back into it, and he felt it would be more reasonable to limit <br />the slow speed to that particular area. <br />47 <br />BOOK � F.�GE 51-4 <br />
