We did 21 years ago eliminate the Intracoastal Waterway <br />in the Vero Beach area from the manatee speed zone, but he <br />believed we expanded the area and also the time frames. The <br />Marine Interests Association felt the plan sent to the state was <br />an adequate one for an interim measure. Mr. Keifer noted that <br />1993 is the deadline for the final plan, and there is no reason <br />we can't develop a plan sooner than that. In regard to the <br />suggested 600' buffer from the shoreline in the north area <br />instead of 3001, they feel that is a compromise, and the Marine <br />Interests Association would support the Board's modifications but <br />would also suggest they use that same logic throughout the <br />county, particularly in the southern portion. If the Board <br />adopts the modified plan, the Association would back them on <br />that, but they would also ask that the county stand their ground <br />and hold that as close as possible to their final plan. <br />Frank Gerholdt, member of the Sebastian Inlet Tax Distri.ct- <br />Advisory Board and also an alternate for the Brevard County <br />Regulation Committee, spoke in support of the -DNR Plan as <br />modified by Commissioner Bird. He felt it represents a <br />reasonable compromise and comes very close to the District's <br />plan, on which they spent a great deal of time and which plan is <br />backed up by considerable data dating back as far as 14 years. <br />Mr. Gerholdt stressed that we must put things in perspective and <br />realize that if every boat were taken off the Waterway, we still <br />would lose 2/3 of the manatees that are presently dying.
