Fr- <br />BOOK�'`y <br />0 FADE 56 <br />Mr. Gerholdt also concurred with Commissioner Bird's point that <br />interim rules do tend to become permanent and there is good <br />reason for not taking a heavy handed approach. He stressed that <br />all this should be put in perspective in the plan. <br />Rick Giteles, resident of the south fork of the Sebastian <br />River, wanted to keep all this in focus. He wished to point out <br />that we are not here to ask DNR's permission to legislate a <br />moderate plan - they are here to advise us. They are good people <br />and they are doing a good job, but they are here on a mission. <br />If we have to ask their permission, we don't have to be here; <br />they can just phone us the rules. <br />Mr. Giteles wished to point out that there is an established <br />manatee traffic pattern on the Sebastian River from the C-54 <br />north fork out to the Indian River, and the manatees do hug the <br />Brevard portion of that river. Mr. Giteles expressed his support <br />of the interim plan and believed it is a reasonable compromise <br />which addresses all needs. He wished to underline the fact that <br />in 15 years there have been been 3 manatee deaths in the <br />Sebastian River and that was with no protection whatsoever. Here <br />the county is offering a compromise giving what we feel is <br />reasonable boating access at a reasonable speed only as far back <br />as the FEC railroad trestle, and this gives 900 of the Sebastian <br />River back to the manatees, which is 90% more than they had <br />before. Mr. Giteles advised that when they had a public hearing <br />in the Sebastian Inlet Taxing District, the overwhelming majority <br />of people were for less control by the DNR. Everyone cares about <br />manatees, but the boats are not killing manatees in the Sebastian <br />River, and he firmly believed that when you have an established <br />boat pattern in that river, the manatees will be safer than they <br />ever have been. Mr. Giteles urged that the Board stand by their <br />position. <br />Chairman Eggert asked if anyone else wished to speak on the <br />area from the north county line down to the Wabasso Bridge. <br />There being none, she closed the public hearing on that portion. <br />52 <br />
