TO: Board of County Commissioners <br />FROM: Doug Wright, Director <br />Emergency Management Services <br />DATE: May 2, 1990 <br />SUBJECT: APPROVAL OF CHANGE ORDER #1 - INDIAN RIVER COUNTY <br />JAIL PHASE III <br />It is respectfully requested that the information contained herein be <br />given formal consideration by the Board of County Commissioners at the <br />next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS: <br />The contractor for Phase III construction of the Indian River County <br />Jail filed a claim date March 8, 1990 for additional compensation in <br />the amount of $29,498.66 plus twenty (20) days time extension of the <br />construction period. According to the Contractor, the claim was <br />predicated on his discovery of buried piping and conduits beyond what <br />he had anticipated in his original bid and this had delayed his <br />progress on construction of the facility. <br />The Construction Manager, Architect, and staff reviewed and rejected <br />::;the claim in total. Since that time negotiations have been ongoing <br />w}which has resulted in a compromise of a ten day extension for the <br />;::Contractor which has been approved by all parties with the exception <br />of the Owner. <br />Formal documents for Change Order #1 are now before the Board of County <br />Commissioners for approval and execution if deemed appropriate._ <br />ALTERNATIVES AND ANALYSIS: <br />Change Order #1 does not add any additional funding to the contract/bid <br />prior awarded to Robert F. Wilson Company. That figure remains at <br />$5,103,000.00. The only change is an additional ten (10) days of <br />contract time from 425 days to 435 days after receipt of notice to <br />proceed. <br />The change order has been executed by W.R. Frizzell Architects and <br />Robert F. Wilson, Inc. The Construction Manager and staff approve the <br />additional ten days since it has been verified that time was lost due <br />to no fault of the Contractor. <br />RECOMMENDATION: <br />The savings of approximately $30,000 to Indian River County in <br />negotiating this claim is a result of close coordination, good <br />communication, and cooperation between the Construction Manager, <br />Frizzell Architects, and staff. The Construction Manager concept is <br />proving its value to the County and staff feels additional benefit will <br />be realized before the project is completed. <br />Staff recommends that the Board of County Commissioners approve Change <br />Order #1 which singularly provides a contract time extension of 10 days <br />and no compensation. Staff further recommends that the Board authorize <br />the Chairperson to execute the appropriate documents to formalize the <br />Change Orde-. <br />69 BOOK U PAGE41 <br />
