ASHER kKk <br />AND STAFFED ASSISTANT DIRECTOR OF UTILITY SERVICES <br />BY: <br />SUBJECT: APPROVAL OF TASK ORDERS FOR EVALUATION OF <br />GENERAL DEVELOPMENT UTILITIES SYSTEMS IN VERO <br />HIGHLANDS, VERO BEACH SHORES, AND SEBASTIAN HIGHLANDS <br />BACKGROUND <br />General Development Utilities owns and operates two separate water <br />and wastewater utility systems within Indian River County. The <br />systems serve the Vero Highlands/Vero Beach Shores and the Sebastian <br />Highlands areas. The Indian River County Utilities service. area <br />surrounds both of these systems, and Indian River County currently <br />sells water to General Development Utilities to provide service to <br />the Vero Highlands/Vero Beach Shores area. <br />7t: <br />`ANALYSIS <br />The Board of County Commissioners has authorized, through its action <br />on April 17, 1990, the Department of Utility Services to pursue <br />negotiations for acquisition of General Development Utilities <br />Systems within Indian River County in the Vero Highlands/Vero Beach <br />Shores and Sebastian Highlands area. <br />In order to effectively pursue the negotiations, Indian River County <br />will need an independent estimate of the value of the General <br />Development Utilities Systems in the Vero Highlands/Vero Beach <br />Shores and the Sebastian Highlands. <br />This evaluation will provide Indian River County with details of <br />each system's assets, liabilities, condition of plant and equipment, <br />and cash flow to permit Indian River County to arrive at an accurate <br />estimate of the value of the General Development Utilities systems. <br />RECOMMENDATION <br />The Department of Utility Services recommends approval of the <br />attached Task Orders 2 and 3 with CH2M Hill to be provided under the <br />Agreement to Furnish Economic and Financial Consulting Services to <br />Indian River County, dated April 3, 1990. Task Orders 2 and 3 <br />provide for the independent evaluation of the General Development <br />Utilities Sebastian Highlands Utility System and Vero Highlands/Vero <br />Beach Shores Systems for the fee of $29,947 per 'Task Order. -The <br />funds for this evaluation will be paid from Account No. <br />472-000-169-178.00; in the event the systems are not purchased, the <br />costs will be expensed through utilities operating costs. <br />74 <br />
