M <br />regulations would free up staff time for working on more pressing <br />traffic issues, issues also affecting the city and the town. <br />The second task to be added to the scope (developing a countywide <br />transportation links database and updating process) involves the <br />technical work to add the city and town's roads to the network and <br />to revise the concurrency database. This is a necessary activity <br />to implement the process. <br />Based upon the consultant's analysis of thoroughfare plan roads in <br />each jurisdiction, the cost of the additional services has been <br />allocated to the town and city. These costs are $6,674.88 for Vero <br />Beach and $1,485.12 for Indian River Shores. Each jurisdiction has <br />agreed to pay this amount. <br />Staff's position is that an .interjurisdictional concurrency <br />management system would be advantageous to all jurisdictions. Not <br />only could the county assist the municipalities with its expertise, <br />but this system would also ensure that a comprehensive database is <br />maintained and that development impacts are accurately monitored. <br />Attached to this item is the proposed addendum to the consultant's <br />scope of services. Also attached is correspondence from the City <br />of Vero Beach agreeing to the referenced expenses. Since the <br />deadline for preparation and adoption of the county's revised land <br />development regulations is quickly approaching and since the <br />traffic impact analysis regulations are a part of those land <br />development regulations, it is imperative that action be taken on <br />this matter immediately. Subsequently, an interlocal agreement <br />formalizing the process and identifying responsibilities should be <br />executed. <br />RECOMMENDATION: <br />Staff recomttiends that the board of county commissioners approve the <br />concept of an interjurisdictional concurrency management system <br />involving the county, the City of Vero Beach and the Town of Indian <br />River Shores. The staff also recommends that the board approve the <br />attached addendum to the scope of services of the Tindale -Oliver <br />contract, including an increase in the consultant's cost of $8,160 <br />to be paid by the city and the town. Finally, the staff recommends <br />that the board authorize staff to work with the city and the town <br />to develop a proposed interlocal agreement formalizing the <br />interjurisdictional concurrency management system. <br />Chairman Eggert asked if we have approached Sebastian, <br />Fellsmere, and Orchid, in this regard, and Director Keating <br />advised that we have not as yet, except on a lower level staff <br />basis. <br />Administrator Chandler confirmed that staff felt it would be <br />better to work out the nuts and bolts with the City of Vero Beach <br />and Indian River Shores first.
