"SONNY" DEAN, DIRECTOR <br />DEPARTMENT OF GENERAL SERVICES <br />SUBJECT: PARKING PROBLEMS ASSOCIATED WITH CONSTRUCTION <br />NORTH OF ADMINISTRATION BUILDING <br />BACKGROUND/ANALYSIS: <br />The City of Vero Beach has put the applicable property owners on <br />notice that they will be 'paving 19th Avenue between 26th and 27th <br />Streets. At the same time they will be repaving 26th Street between <br />14th Avenue and Atlantic Boulevard. Both projects will be with curb <br />and gutter on both sides of the thoroughfares similar to the project <br />just completed on Royal Palm Boulevard. Along with this, the City <br />has stated they will no longer allow- "back -out parking on these <br />streets. By City ordinance, the paving of 19th Avenue was <br />promulgated with the construction of our new Health Clinic. It was <br />part of the site plan for our building. Estimated cost to the County <br />is approximately $16,120.00 which will come from the project budget. <br />These paving projects have an impact on the available parking on the <br />north side of our administration building. Approximately sixty-five <br />(65) plus spaces will be eliminated. A physical count indicated that <br />sixty-one vehicles were parked on the north side of 26th Street and <br />19th Avenue. There were fifty-four empty spaces in the employee <br />parking lot. This count did not allow for persons illegally parking <br />for a minimum length of time to run in and pay utility bills. This <br />survey did .not allow for the tremendous. parking problem on most <br />County Commission meeting days. The. School Board has also requested <br />additional parking for their people. <br />RECOMMENDATIONS• <br />Staff feels that a parking lot should be constructed on the block <br />east of 19th Avenue and north of the canal. The County owns all but <br />one lot and a quarter of another in that block. The Solid Waste <br />Disposal District has requested the location of a recycling <br />collection station in the same area. It is estimated that <br />approximately 120 parking spaces and the recycling station could be <br />constructed on the block. <br />Staff has estimated the cost as follows: <br />Land Acquisition $ 50,000 <br />Parking Construction 144,000 <br />Contingency 6.000 <br />TOTAL $200,000 <br />.Due to the time restraints, staff felt that the Board should be aware <br />of the problem as immediate action was required. Staff also realizes <br />all the details have not been worked out.
