MI 2 2 1990 <br />BOOK 80 PAGE 17C <br />Commissioner Bird noted that St. John's River Water Manage- <br />ment District is in the process of developing about 66,000 acres <br />in the western part of our county. He serves on the Recreation <br />Advisory Council to them, and they are trying to get as much <br />public utilization of these lands for recreation purposes as <br />possible. He explained that the plan is to take Fellsmere Grade <br />off of Babcock several miles to where it terminates and establish <br />a 3 -way agreement to construct and maintain a boat ramp facility <br />at that point . This will give fresh water boaters access to a <br />6,000 acre reservoir which has been created. Commissioner Bird <br />advised that the proposed agreement has been negotiated for over <br />a year. The County's obligation is to go in and create the <br />parking area and maintain the site as one of our recreational <br />sites in the county. <br />Director Davis further advised that we estimate the County's <br />contribution to be about $45,000 total, about half of which would <br />be indirect costs - personnel, equipment, etc. <br />Commissioner Bird believed any funds for this should be <br />taken out of the Boating Improvements Trust Fund - as much as the <br />Commission directs. We have a balance of about $150,000 in that <br />fund now. <br />Commissioner Scurlock felt that we don't want to deplete <br />those funds too much because we still have the Blue Cypress <br />situation hanging fire out there. <br />Commissioner Bird did not believe we need a final decision <br />on the money today. They just want the agreement regarding the <br />concept and then this can come back later. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Bird, the Board unanimously authorized <br />staff to proceed; authorized the Chairman to execute <br />the tri -party agreement; and agreed to address the <br />monies at a later date. <br />38 <br />s � <br />
