Davis, P.E. <br />Public Works Directo r <br />SUBJECT: Tri -Party Project Agreement for construction, <br />maintenance, and operation of Barney Green Boat <br />Ramp #WB -9 on C-54 Canal - Fellsmere Grade <br />DATE: May 4, 1990 <br />------------------------------------------------------------ <br />DESCRIPTION AND CONDITIONS <br />During the past couple of years, the St. Johns River Water <br />Management District, Florida Game and Fresh Water Fish <br />Commission, and County have been striving to develop a Tri -Party <br />Agreement to provide for boat ramp and parking facilities along <br />the C-54 Canal to access the St. Johns River Water Management <br />District conservation area. The upper St. Johns River basin plan <br />is currently under construction by the Corps of Engineers, and <br />excellent fresh water fishing and an enhanced wildlife habitat <br />will result. The attached agreement has been developed and <br />refined for Board consideration. <br />ALTERNATIVES AND ANALYSIS <br />The County's obligations in the attached agreement include <br />the following: <br />1) Construct and maintain an unpaved parking area for 20 <br />vehicles and boat trailers on land donated by St. Johns <br />River Water Management District. Some materials will be <br />made available by St. Johns River Water Management District, <br />and the County may also contribute materials. Funding could <br />possibly be obtained by the Florida Boating Improvement <br />Program Fund. <br />2) The County shall operate the Boat Ramp Park on a 24 <br />hour basis without collecting user fees unless approved by <br />the St. Johns River Water Management District and Florida <br />Game and Fresh Water Fish Commission. <br />3) The County shall hold the Florida Game and Fresh Water <br />Fish Commission harmless from any liability. <br />The Florida Game and Fresh Water Fish Commission will <br />construct and maintain a new boat ramp. The St. Johns River <br />Water Management District.will supply the land and maintain the <br />road to the ramp. <br />The parking area will be approximately 40,000 square feet, <br />at a construction cost of approximately $450000.00. Much of the <br />cost (approximately 50%) will be indirect costs such as labor and <br />equipment charges that the Road and Bridge Division can supply. <br />Direct funds can be applied from the Florida Boating Improvement <br />Fund. <br />On May 30 19900 the Parks and Recreation Committee <br />recommended approval of the agreement. <br />RECOMMENDATION AND FUNDING <br />It is recommended that the agreement be approved and that <br />the Chairman be authorized to execute it on the County's behalf. <br />Funding to be from the Florida Boating Improvement Fund (existing <br />balance is approximately $150,000.0c). <br />MAY A?21 1990 37 eoaK F.�GE <br />
