Chandler, <br />County Administrator <br />FROM: James W. Davis, P.E., <br />Public Works Director <br />SUBJECT: Request from US Department of the Interior Fish <br />and Wildlife Service for two year Delay in <br />Developing Treasure Shores Park <br />REF. LETTER: Earl Possardt, USDIFWS to Robert Keating <br />dated April 30, 1990 <br />DATE: May 21, 1990 <br />DESCRIPTION AND CONDITIONS <br />A proposed Archie Carr National Wildlife Refuge is being <br />planned by the US Department of Interior along the 20 -mile <br />stretch of beachfront between Melbourne Beach and Wabasso. <br />The 3.2 mile stretch along the North Barrier Island includes <br />all the beachfront land north of the south property line of <br />Golden Sands Park with the exception of Ambersand Beach <br />Subdivision and minor developed areas. The US Fish and <br />Wildlife Service southeastern Sea Turtle Coordinator, Earl <br />Possardt, has requested that Indian River County delay its <br />development plans for Treasure Shores Park for approximately <br />two years until this proposed refuge has been approved and <br />funded. <br />On March 22, the Treasure Shores Park Florida DNR FRDAP <br />grant application was ranked No.l in the state by the <br />Gobernor and Cabinet, in competition with sixty other local <br />government projects. The County should receive $120,000 <br />from the state to help fund Phase I construction. Delaying <br />the project would probably jeopardize state funding. <br />ALTERNATIVES AND ANALYSIS <br />At this time the following alternatives are presented: -, - <br />Alternative No. 1 <br />Proceed to implement Phase I construction of the <br />Treasure Shores Park. <br />72 <br />
