JUN 51990 <br />BOOK PACES <br />get hold of the Fish and Wildlife Service and explain our plan to <br />them again. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously accepted <br />for the record the $120,000 grant from the Florida <br />Department of Natural Resources for the development of <br />Treasure Shores Park under the Florida Recreation <br />Development Assistance Program. <br />RIGHT-OF-WAY PURCHASE - INDIAN RIVER BOULEVARD - PHASE IV - <br />PARCELS #101, #102, AND #103 <br />The Board reviewed the following memo dated 5/23/90: <br />TO: James E. Chandler, <br />County Administrator <br />THROUGH: James W. Davis, P.E., <br />Public Works Director <br />FROM: Terry B. Thompson, P.E. <br />tlK <br />Capital,Projects Manager <br />SUBJECT: Indian River Boulevard Phase IV <br />Right -of -Way Purchase, Parcel #101 - Margaret <br />Knight, Parcel #102 - C. Reed Knight, Parcel <br />#103 - D. Victor Knight <br />DATE: May 23, 1990 <br />DESCRIPTION AND <br />On November 1, 1989, The Board authorized the purchase of <br />needed right-of-way from six property owners for Indian <br />River Boulevard Phase IV. A budget amendment was approved <br />for the purchase of these six parcels at the May 6, 1989 <br />appraised market value. The amendment included funds for <br />attorneys fees, incidental recording, title insurance and <br />miscellaneous fees. <br />Following the Board's Nov. 1, authorization, the property <br />owners requested changes to the County's plans to provide <br />for additional drainage, grove access roads, and mitigative <br />incidentals. In addition, the property owners requested <br />that the County communicate with their personal engineer, <br />Carter Associates, Inc., to insure that the road design did <br />not adversely impact the remaining land during and after <br />project completion. The County staff, County consultant, <br />and property owners' consultant have refined the design to <br />the satisfaction of the property owners. <br />74 <br />
