education/recreation - and that brings the total of islands <br />available for recreation up to 19. <br />Commissioner Bird noted that it is very easy for the state, <br />federal, or even county government, to take away the public's <br />ability to use things, and he wished to know if the DNR's <br />research indicates that all these islands would be off limits to <br />the public year round rather than just at nesting times. <br />Ms. Burzycki advised they would be off limits for recreation <br />use, and Commissioner Bird asked about someone just pulling his <br />boat up on an island and going exploring. <br />Ms. Burzycki stated that heavy use of these islands is <br />destructive, and the conservation islands have been set aside <br />because they are biologically unique and special. If you have a <br />special purpose for being there, such as a class of Boy Scouts <br />doing a nature study, bird watching, etc., the DNR would give <br />them permission, but they do not want a single person to be able <br />to just pull their boat up on one of these islands. <br />Commissioner Scurlock wished to know what provisions they <br />have to police this, and Ms. Burzycki advised that the islands <br />will be posted, and they have state enforcement and the -Marine <br />Patrol. <br />Chairman Eggert wished to go over the numbers again to make <br />sure how many islands actually will be unavailable to boaters, <br />and Ms. Burzycki reviewed that the state owns 44 islands in <br />Indian River County, of which 3 are solely for active recreation, <br />14 for passive recreation, 26 designated for conservation, and 4 <br />for education - actually, 26 islands are totally unavailable. <br />Chairman Eggert pointed out that, by her calculations, Ms. <br />Burzycki's numbers add up to 47, and Ms. Burzycki agreed she <br />would have to review her numbers. <br />Commissioner Bowman commented that as far as seasonal use of <br />the islands is concerned, pelicans nest every month of the year <br />in Florida but one. <br />U 1 <br />a1gg 1990 31 BOOK 80 [Aut = � <br />
